They did those on the 2005 leg of the Bonez Tour - back when you had to pay a fee to join the fan club. The VIP packages were $250 - and you got a laminate, good seats or GA, early access, a Meet 'N Greet, and some other little goodies.

To be quite honest they're not worth it because sometimes the Meet 'N Greets got canceled and it ticked some parents off [because they spent a lot of $$] and made the younger kids upset. I've never purchased one, and if they sell them again I don't think I will get one because most Meet 'N Greet passes you can win from a contest or get for free.
And the thing I love avril for, is after the show she signs autograph.
