Haha, you know what my problem is? That's exactly what I do, make them laugh, make jokes, small talk etc... but then after a bit it's almost like we're best friends and it's really awkward to ask someone out. And then I have no idea if they think of me as a friend, or more.

But yeah, staring = not good. They'll think you're some kind of creep. lol That only works in movies.
Another thing I do... which is not so good. I flirt with ALL girls, but I don't really do it intentionally... it just comes naturally. But when it comes to someone I'm intentionally flirting with it becomes awkward. I've had lots of girls have the right idea about me. (thinking I like them) So I need to change that somehow.
