Not that I would have bought them, but I didn't see the option to buy the exclusive packages either... It just had a button that randomly searched for the best seats, and randomly assigned me tickets.

Guys,I have a question too
Biloxi,San Diego,Las Vegas,Santa Barbara don't have vip package thing...Does that mean Avril won't do Meet And Greet in that cities? Who knows?
