My thoughts on that depends...
When you're walking, do you have the right of way (in other words, does the crossing sign say WALK)? Or are you just j-walking, because I know people do that in most big cities and don't think twice about it.
If its the first, then they shouldn't be honking.
Honestly though, if its the second, and I have a green light while your crossing, I wouldn't honk, I'd just hit the sucker and deal with it later. Realistically speaking, in most cities I wouldn't get charged with anything since they weren't supposed to be in the street in the first place.
