I think you don't see their avatars and sigs. And I doubt you'll be able to PM them...

When someone's temporarily banned, you can't PM them or rep them and you see the usertitle "banned" appear in their posts. If they're permanently banned, usually their avatars and signatures disappear, but sometimes this is done manually.
Plus, you won't see them around for a while, and if they were popular on the forum, you'd see a couple of "OMFG NO WAIII (insert here) WAS BANNED?!?! WHAT THE FUCKK!!!111" threads all over the forum.
