Yes, it has been for a while now. If you're of age and have a password from staff, the threads/posts are visible when logged in to the Rated R forum.

Well, folks, I guess that this is the first time that I really feel unwelcome,
on this fansite for Avril, after almost five and a half years of dedicated membership.

Why do I feel unwelcome? Simply because it would be rather inappropriate, for a person
of my age to join in a "Rated R" forum, with all the young people around.

Maybe those who are under seventeen; should get together with the older members, and
form 'the Unwelcome Club'; since the trend around here, now seems to be to divide
people into cliques.

start creating forums, which require IDs & passwords, it tends to shed a
different light upon the old Avrilbandaids.com that I know and love.

Don't you think it would be creepy, for people of over thirty years of age, to
be sharing overtly, explicit sexual talk and provocative photos, with members
half their age? Does anybody really wanna see Hank in a thong?...

I don't know since when did they actually put this "Rated R" forum up, but yes I'm agree with you.

and I don't think it does any matter to me, it's not weird that it is normal (for me).
But lets just take it that way then. But you're still welcomed to most of the part in this website other than the "Rated R" forum.
