Looks like take part in competition can only coutries from a list.If you're not from that country you need to choose "other" while registering and you can't view "competition" link.Like me....i'm surprised there's no France,Italy etc. in the list

yeah, it says under terms and conditions:

Members of the Avril Lavigne Fragrance Community are eligible to participate in the Contest if they have a permanent place of residence in one of the following countries: Austria, Belgium, Brazil, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Finland, Germany, Hungary, Israel, Netherlands, Norway, Poland, Romania, Russia, Slovakia, Slovenia, Sweden, Switzerland, United Kingdom and United States.

Kinda sucks for people outside of those countries. I'm glad UK is there tho.

But wait!!! Russia on the list for contest but i can't choose my country while registering.So i chose "other"
